Checking voltages during assembly

I've just about finished assembling the components onto the board and I've checked for 5V and ground at the appropriate points. Out of curiosity I started probing the other pins on the IC sockets. Can anyone tell me what I should find at the other pins? In particular, I get 4.5V at pin 13 on the processor socket. Is this normal? Any info would be much appreciated before I go ahead and add the pressure sensor and chips. Thanks,
