UTC Time Jitters

I'm noticing that the UTC time generated from the GPS is usually in increments of 10ms, but there are a very large number of times where it jumps forwards or backwards 10-250ms. Over the course of about 1.5 hours I can see a consistent drift from the internal clock compared to the UTC clock.
