no comm to megajolt, hardware issue?

This is an initial installation and I have not been able to successfully communicate with the pre-assembled unit.
I have verified serial level signals present at the phone connector on the proper pins using a true serial port computer running the latest GUI release on a digital scope. The cable was constructed to the exact specs as listed in the installation doc [TXD to RXD ] There is verified DC power to the megajolt unit and have read every document pertaining to troubleshooting listed on this website and forum. Please advise the next step to proceed.
